You can easily upload documents to your google site. There are 2 Pages that you can do this. Option 1 | Option 2 | Linking Text
Create a new page - File Cabinet

On that page select Add File

A dialog box will open up. Click "Choose File" and choose the file from your computer. In the Description box, write something about this document.

If you want to put documents in folders - maybe by class, grade or assignment you can by selecting "Move to"

Go to "Manage Site"

On the Left hand side - click attachments

Upload the file like in Option 1
Once you have a file uploaded you can link it to any text. Go to the uploaded file in your Google Site. RIGHT CLICK on the DOWNLOAD link. Select "Copy Link"

Now go to the page and text where you want to link it. In EDIT MODE select the text (Highlight it) and click the "LINK" button.

A dialog box will open up. Paste the link that you copied (either right click and select paste OR type Ctrl + V)

The text is now linked. In EDIT mode you can always edit or remove this link!.
Sometimes when you copy from a source - like TeacherWeb - and paste into Google Sites, the line break code is not read. Therefore the text looks like one large run on sentence! If this happens, open Word or any Word Processing document. Paste the text into word. The copy the text from Word and paste into your site.
